He has over 14 years of experience in safety, security and emergency response across Texas and Louisiana port industry with an emphasis on multi-agency coordination & stakeholder engagement.

Jessica Thomas

Ex Officio Director - Chairman

Jessica Thomas serves as the Director of the Security Department for the Port of Houston Authority. She is responsible for policies and procedures to ensure compliance with the security regulations and guidelines. Jessica earned a bachelor's degree in Maritime Administration from Texas A&M University at Galveston and a master's in international management from Columbia Southern University. She joined the HSCSD in January 2021 and is the Vice Chair of the Board.

Carl Nunn

Municipal Director

Chief Carl Nunn serves as Chief of Police and Emergency Management Coordinator for the Lakeview Police Department, bringing more than 30 years of law enforcement, emergency management, and military leadership experience to public service. He has led organizational restructuring, budget optimization, technology modernization, and community-focused policing initiatives while advancing agencies toward Best Practices recognition. Previously, he held executive and command roles with the Port of Galveston Police Department and the Kemah Police Department, overseeing complex operations, multimillion-dollar budgets, emergency management programs, and interagency coordination with local, state, and federal partners. Chief Carl Nunn is a retired U.S. Air Force Master Sergeant (1st Sgt).

LaKenya Wilson

Director at Large

LaKenya Wilson joined Harris County in September 2000. She successfully implemented the Port Security Grant Program on behalf of the area when Harris County was selected as the regional fiduciary agent. In 2019, she was promoted to her current position of Director and was appointed to the HSCSD Board of Directors by Commissioners Court in June 2022. She graduated from Wiley College, HBCU, with a bachelor's degree in accounting.

Jeff Suggs

Zone 4 Director - Asst. Secretary

Jeff Suggs serves in the Kuraray Corporate HSES group and manages Emergency Services, Crisis Communications and Security processes for North America Locations. He is active in local emergency management serves as the Past Chairman of the La Porte LEPC, the current chair of the EHCMA, CIMA Vice Chairman and specialist, Vice chair of the private sector (PSAC) appointed by Govenor Abbot, and the secretary for the Texas Industrial Emergency Servies board (TIESB). Jeff was a charter member of the PSSC which was the foundation for the development of the grants, programs and current legislation governing the HSCSD.

Eric Finck

Zone 3 Director - Vice Chairman

Eric Finck leads security for the Lubrizol Corporations Texas facilities. He has over 28 years of experience in safety and security spanning the refining and chemical industries. Past employers include LyondellBasell Houston Refining, Crown Central Petroleum, and Pasadena Refining Systems Inc. He has served as a Pasadena Volunteer Fire Fighter and Paramedic. Eric is currently serving on the AMSC Port Security Grants Committee and EHCMA Security Committee.

Judson Coleman

Zone 2 Director - Secretary

Judson Coleman is the Senior Safety Manager and Facility Security Officer at WATCO transloading at Greens Port. He's responsible for personnel and operational safety at 8 southeast Texas rail and cargo transloading facilities with the capacity to handle ocean vessels, barges, trains, and trucks carrying a variety of freight including bulk, breakbulk, liquid and project cargoes. He was also the Commanding Officer in the Coast Guard Marine Safety Unit Texas City, Texas.

He oversees the company's safety and security policies, assesses risks and collaborates with teams to ensure personnel well-being and maintains facility standards. He has over 28 years of experience.

Zone 1 Director - Treasurer

Mark Griffin is the lead security contact and FSO for the ExxonMobil Baytown Facility. He has more than 25 years of experience in the refining and petrochemical industry holding various positions in operations, safety and security. Mark joined the HSCSD Board in 2021.
